Headers filter: add "Trailer" header only when emitting trailers. Previously, "Trailer" header was added to HTTP/1.1 responses even when trailers could not be emitted, i.e. when chunked encoding was disabled and/or when sending responses that cannot have message body (responses to HEAD requests, and responses with 1xx, 204 and 304 status codes).
